Conn. Doc, Man Charged in Scam

The United States Attorney’s Office for the District of Connecticut announced that a federal grand jury sitting in New Haven has returned a Superseding Indictment charging Juan Fica, 56, of Waterbury, Connecticut, and Elie Nakouzi, 51, of Hamden, with one count of conspiracy to commit health care fraud, and nine individual counts of health care fraud. The Superseding Indictment was returned on Sept. 22.

According to the Superseding Indictment, Fica hired Nakouzi, an individual who did not hold a medical license, to work in Fica’s medical practice in Waterbury. The Superseding Indicment alleges that although Nakouzi never held a medical license, he performed medical services on Fica’s patients with Fica’s knowledge, and Fica then billed insurance companies for services that Nakouzi had rendered in whole or substantial part.

Each of the nine health care fraud counts carries a maximum penalty of 10 years of imprisonment and a fine of up to $250,000. The maximum penalty for the conspiracy count is a term of imprisonment of five years and a fine of up to $250,000. The case has been assigned to Chief United States District Judge Robert Chatigny.
