Pennsylvania Town Settles Stun Gun Death for $900,000

The family of a Pennsylvania man who called police about a stolen bicycle then died after being repeatedly hit by a stun gun will receive $900,000 under the terms of a settlement.

Mount Joy’s borough council on Monday approved the settlement with the family of 61-year-old Robert Neill Jr.

State and local police who responded to a call from Neill in November 2010 said he became combative and had to be restrained.

Neill’s family alleged police shocked Neill at least three times from a distance with electrode-tipped barbs and an unknown number of times up close with the stun gun pressed to his body. Neill’s family also claimed he’d been hit with pepper spray and hogtied.

The state attorney general’s office said it found no evidence of police wrongdoing.
