Kentucky Trucking Executive Found Guilty of Insurance Fraud

A Louisville businessman recently pleaded guilty to eight felony counts of insurance fraud/complicity and eight felony counts of criminal possession of a forged instrument/complicity, according to state officials.

The case was investigated by the Kentucky Department of Insurance Fraud Investigation Division.

According to Jefferson Circuit Court documents, Robert E. Holbert, 66, knowingly presented fraudulent liability insurance certificates to at least five companies when he knew his business, All Star Trucking Co., did not have valid coverage. Some of the companies received fraudulent insurance certificates from Holbert on more than one occasion. This activity took place over a three-year period, beginning in 2004.

Holbert pleaded guilty to all charges on Dec. 15, 2008, and was sentenced Feb. 23 to one year on each count, to run concurrently.

“Valid liability insurance is crucial to many business relationships,” said Sharon P. Clark, commissioner of the Department of Insurance. “These companies entered into an agreement with Mr. Holbert that was based on fraudulent information. The number of felony counts and the fact that Mr. Holbert was taken into custody after sentencing shows the seriousness of this case.”
