N.J. Psychologist Has His Own Problems; Charged with Practicing Without License, Claims Fraud
Vaughn McKoy, director, Division of Criminal Justice, announced that New Jersey’s Office of Insurance Fraud Prosecutor has filed new charges against a Middlesex County psychologist for continuing to reportedly practice psychology without a license after pleading guilty to filing fraudulent health care claims forms.
According to Insurance Fraud Prosecutor Greta Gooden Brown, David M. Fink, 75, of Metuchen, Middlesex County, was charged via a Middlesex County Grand Jury indictment with health care claims fraud. If convicted of the second degree charge, Fink faces up to 10 years in state prison and a fine of up to $150,000. Fink will be ordered to appear in Middlesex County Superior Court via a summons for arraignment and bail.
Gooden Brown noted that the Division of Criminal Justice – Office of Insurance Fraud Prosecutor first charged Fink on June 5, 2002 with Health Care Claims Fraud. Fink pleaded guilty and his license to practice psychology was revoked. He was also sentenced to three years probation.
A follow-up Insurance Fraud investigation determined that, in direct violation of probation, Fink reportedly continued to accept patients, provided psychological counseling services, and fraudulently billed insurance companies for treating at least 34 patients.
The insurance companies include The Oxford Health Plan, New Jersey Manufacturers Insurance Company, and The United Health Group Insurance Company.
