Ohio Couple Charged in 271-Count Indictment

Cuyahoga County Prosecutor Bill Mason stated that after an extensive investigation by the Ohio Bureau of Workers Compensation (BWC), a Cuyahoga County Grand Jury indicted Kim Seltzer, Wilma Seltzer and North Shore Diagnostic and Rehabilitation Center Inc. The 271-count indictment stems from charges of Practicing Medicine without a License, Forgery, Uttering, Tampering with Records, Drug Trafficking, Theft, and Engaging in a Pattern of Corrupt Activity.

“Workers’ compensation fraud cheats Ohio’s injured workers with legitimate claims and Ohio’s employers who pay into the system,” said James Conrad, BWC’s administrator and CEO. “BWC and its partners will not tolerate fraud and will continue to seek out those who commit this crime.”

From February 1994 thru August 1999, Kim Seltzer and his wife, Wilma illegally operated North Shore Diagnostic and Rehabilitation Center, 22935 Lorain Road, Fairview Park. The center treated a large number of BWC patients. In 1997, BWC received a complaint that Kim was practicing medicine without a license.

After an extensive undercover investigation, BWC determined that the Seltzers were reportedly overbilling and illegally prescribing prescriptions to patients. Kim allegedly hired retired physicians who worked on a part-time basis and subsequently used their legitimate information for prescriptions.
