Idaho Man Sentenced for Insurance Fraud
Cascade, Idaho, resident Morgan A. Rapp was sentenced for one felony count of insurance fraud, Attorney General Lawrence Wasden said. Fourth District Judge Michael Wetherell ordered Rapp to serve up to 10 years in prison. The Court retained jurisdiction for 180 days. Rapp was also ordered to pay $24,789 in restitution.
Rapp, 42, a former resident of Elmore County, pleaded guilty on May 5, 2008, to one count of insurance fraud. As a result of his guilty plea, Rapp has admitted that he falsely stated to Farm Bureau adjusters that he purchased a 1999 Chevy Suburban approximately a week after the alleged theft of his 2003 Ford Excursion from a parking lot in Caldwell and demanded reimbursement for the stolen vehicle. Contrary to what Rapp told Farm Bureau and an Idaho Department of Insurance investigator, he did not purchase the Suburban until August 4. Rapp paid $1,000 down and financed $12,691.94. Rapp did not purchase this vehicle until a month after the Excursion had been recovered.
The case was investigated by Kevin Blue and Chuck Hudson of the Idaho Department of Insurance. The Attorney General’s Special Prosecutions Unit prosecuted the case at the request of Elmore County Prosecuting Attorney Kristina M. Schindele. Deputy Attorney General Ken Robins prosecuted the case.
